Got SBS Training?

Have you taken your Shaken Baby Syndrome (SBS) training yet?

As stated in the Department of Workforce Development Operations Memo 07-02 (dated April 1, 2007), “All child care providers that are currently certified must complete training in Shaken Baby Syndrome by October 5, 2007, or by their re-certification date, whichever comes first.”

In other words, time is running out! Under the new Wisconsin state regulations, all county-certified child care providers must complete the approved Shaken Baby Syndrome training in order to provide care for children under the age of five. There are less than three more months until the cut-off date. If your county certification is due for renewal before October 5, 2007, then you must complete your SBS training before you certification expires.

Don’t put off registering for your SBS training, as these classes are filling up quickly. If you have not completed your SBS training by your re-certification date or October 5, 2007, whichever date comes first, your certification will be restricted. You will be unable to provide care or receive authorizations for children under the age of five until you have completed this training.

Some Frequently Asked Questions about SBS Training

Why do I need to take this class?

On March 21, 2006, Governor Doyle signed the Prevent Violence Against Children Act. This goal of this bill, authored by Senator Julie Lassa (D) of Stevens Point, is to inform and educate parents and care providers about recognizing and preventing Shaken Baby Syndrome, and appropriate methods of soothing very young children. This new bill requires all regulated child care providers, including state licensed or county certified providers, to receive approved SBS training.

What is SBS?

Shaken Baby Syndrome (SBS) is the term for the signs and symptoms caused by the violent shaking of an infant or small child. Violently shaking a child is a form of child abuse. An estimated 1200 to 1400 children in American are treated for SBS every year. As many as 25 to 30 % of these victims die from their injuries; the survivors will bear the effects of SBS for the rest of their lives. The lifelong effects of SBS include learning and developmental disabilities, brain damage, paralysis, hearing loss, blindness, and epilepsy.

Who needs to take SBS training?

All regularly and provisionally certified providers, licensed providers, and their employees, substitutes, helpers, or volunteers who supervise children under age 5 must receive SBS training. This training will enable you to recognize the effects of SBS and learn ways to calm a crying child. You are a valuable community resource in the prevention of Shaken Baby Syndrome, not only in your role as a caregiver but in your role as a community educator as well.

I’ve already taken _____ class, does that count toward my SBS training?

Only SBS courses taken after March 1, 2007 contain the approved SBS curriculum. Any SBS training taken before March 1, 2007 cannot be accepted with the following exception:

If you took either of the following classes after July 1, 2005, they will apply toward your SBS training:

  • Introduction to the Child Care Profession (Module A)
  • Fundamentals of Infant and Toddler Care

If you took either of these classes before July 1, 2005, you will need to take a Shaken Baby Syndrome class that includes the new state-approved curriculum.

I took the class on-line, will that count toward my SBS training?

Operations Memo 07-02 published by DWD referred to a SBS training course available on-line. This course is still available on-line, however as of June 1, 2007, it does not meet the SBS training requirements. If you took this class prior to June 1, 2007 though, it can be counted toward your training.

Does my substitute and helper need to take the SBS training as well?

Yes. All substitutes, assistants, helpers and volunteers who supervise children under age five in your home must complete this training before they will be allowed to work with children under age five.

Can you back-date my certification to the date of my application?

DWD 56.04(1)2 does allow us to back-date your certification to the date of your application if requested; however the SBS bill does not allow us to certify you for care of children under age 5 if you have not yet completed the required SBS training. For example, if you applied for certification on July 1, but did not complete your SBS training until July 16, we could only back-date your certification to July 16.

I’m a Regularly Certified Provider, will the SBS class count toward my continuing education credits?

Yes. You may count your SBS training toward your continuing education credits.
